With regard to No. 1551 which I own retaining for the front, I have the honor to hand you a letter received this morning from H.M. Cummel at Shanghai, enclosing an application and recommendation from Mr. Durand Hallan, a resident of Shanghai to be Portmaster at that Port.
Enclosure No. 1 in Governor J. Pope Hennessy's Despatch No. 95 of 17th August, 1877.
Only that this recommendation be kept together with the other applications.
